My local authority client based in Dorset is looking for an ICT Business Analyst who can successfully hit the ground running.
As a business analyst you will undertake the investigation, analysis, review and documentation of all or part of a business in terms of business functions and processes, the information used and the data on which the information is based. The definition of requirements for improving any aspect of the processes and systems and quantification of potential business benefits. The creation of viable specifications and acceptance criteria in preparation for the construction of information and communication systems.
You will liaise with Programme Management Office and Business Solution Teams during business case development, maintain a watching brief up to handover of the project, supporting the development of project ideas in support of business objectives leading to the development of the business case and functional requirement specification.
You will also support the Business Consultancy function in developing directorate strategy and the generation of new project ideas.
Key duties will include:
Seek and identify new and alternative approaches to performing business activities.
The analysis of business processes, including recognition of the potential for automation of the processes, assessment of the costs and potential benefits of the new approaches considered and, where appropriate, management of change and assistance with implementation.
To support the business in it's submission of development requests into the C&DF. Leading the agenda on some or all of the following:
• Developing Project out-line
• Outline business case
• Qualified business case
Support the hand-over from the business to ICT and subsequently from the IPF to the core ICT domain/function (i.e. at some point the System analyst if in-house or project team if a package).
Provide a degree of challenge to the business to ensure that business solutions are needed and not over-specified or engineered and that existing solutions are used where possible.
Support the Business Consultant in monitoring, managing and prioritising the operational ICT service requests to ensure that overall requested service levels do not exceed agreed levels.
Support the Business Consultant with the development of the directorate component of the ICT strategy and ensuring the overall ICT strategy reflects customer needs.
Promote and facilitate the use of the business facing services within the ICT service catalogue and proactively support the ICT Group Manager in ensuring that the services and levels of service are easy to use, fit for purpose, deliverable and agreed with the County Council, providing early identification of risks to service level agreements.
Be proactive in identifying opportunities for improvement in performance across the service and within the team with a particular emphasis on supporting corporate plan objectives, ICT customer satisfaction and reducing cost of ICT service provision.
Undertake other duties as directed appropriate to the character and general level of responsibility of the post.
Work collaboratively with functions across the ICT service, under the guidance of the appropriate ICT Group Manager, to support a consistent and whole authority approach to the planning and delivery of ICT services and development of ICT strategy in support of corporate objectives and the Council's vision for ICT.
Provide professional advice to the Head of Service and County Council as appropriate on ICT matters.
You will need a Basic DBS for this role.
This role is initially for 3 months with a view to extend just depending on the business needs.
