My local authority client based in Hampshire is looking for a Digital Project/ Delivery Manager who can successfully hit the ground running.
As a Digital Project/ Delivery Manager you will be responsible for the effective delivery of digital change projects and supporting service re design.
Key duties will include:
To effectively project manage the delivery of a number of service reviews using an agile approach where appropriate to ensure the review incorporates all end to end activities as part of seeking new ways of working that incorporate standardised processing and makes better use of technology as outlined in the digital vision and Transformation strategy.
Ensure that the "as is" activity for each key activity reviewed is mapped and baselined so that the benefits from the implementation can be captured and recorded as part of the Transformation benefits programme.
To ensure that each project is delivered in accordance with the Council's project management methodology and gateway approval process.
Develop and maintain proactive relationships with suppliers, key stakeholders, service teams and other organisations that work with the council. There is an opportunity to build new collaborative relationships to develop greater benefits as these reviews are delivered.
To act as the project lead internally coordinating all "end to end" changes required within other support teams to ensure the full benefit from the implementation can be delivered. This role will requires a "rolled up sleeve" approach to delivery.
Ensure each service re design is based on utilising GDS principles and fully utilises the technology and workflow designed around the benefits to the customer and working more efficiently.
Set up and lead and work with the teams delivering each review ensuring the resource capacity is agreed with relevant managers and escalating any issues as they arise to the senior management team for the service and transformation Lead.
Prepare regular highlight reports and attend relevant board meetings as required. Ensure all risks and issues are assessed and treated in accordance with the Council's risk matrix. Ensure all changes to the project are approved and documented.
Carry out "as is" and "to be" process mapping of each the change and agree the benefits (cashable and non-cashable) as anticipated and again once the new module is live.
To work as part of the corporate transformation and improvement team to ensure that all inter-dependencies are monitored and any wider benefits or potential for re use are communicated and reviewed.
Act as the project/ delivery lead for the service review allocated for delivery. Responsible for the effective delivery and programming of the plan of work through to monitoring and delivery of benefits.
Carry out an appropriate assessment of each current process that will be affected by any module approved for implementation. Identify the benefits from the implementation of each work package as part of the business case.
To liaise, co-ordinate and effectively manage internal and external relationships to ensure the best outcomes are delivered for each work package.
Develop and maintain positive relationships with both internal and external stakeholders.
Negotiate the release of staff from within the services as required to support the delivery of each work package ensuring the time required is agreed with the appropriate line manager. Feed back to managers any performance issues.
To be responsible for the management of revenue estimate and capital budgets, monitoring and control of those budgets in accordance with both council and statutory timetables.
To provide timely project monitoring updates to the Digital Programme Board, Senior Leadership Team and Members as required.
To resolve issues to ensure progress is maintained.
To undertake any other duties commensurate with the level and expectation of the post.
To ensure that service delivery complies with current regulations, accepted professional standards, the council's policies and procedures and appropriate legislation (including legislation on equalities, health and safety and safeguarding children and vulnerable adults).
Must have experience of working with local authority within the last 3 years.
You would need a standard DBs for this role.
This role is initially for 3 months with a view to extend just depending on the business needs.
