My local authority client based in the South West is looking for a Project Manager who can successfully hit the ground running.
A Project Manager with significant change experience is required to a support complex project of strategic importance to the council.
Over the next 6 months Cornwall Council will be working with internal and external stakeholders to develop a plan for Cornwall to strive towards becoming carbon neutral by 2030. Achieving this ambition and adapting to an already changed climate will require significant action from nearly every service from within Cornwall Council. It will also need action from every person, community and business across Cornwall.
Key duties will include:
Take full responsibility for the definition, documentation and successful completion of the project ensuring that project, quality, change control and risk management processes are maintained.
Be responsible for the creation and maintenance of all project documentation including the PID, project plan, risk and issue log and highlight reports.
Ensures that due consideration is given to planning of how the change will be delivered into the business and stakeholders relations are pro-actively managed through effective engagement.
Work with a multi-disciplinary teams across the council and external partners.
Monitor and control task delivery resources and the project budget and manage the expectations of all project stakeholders through effective engagement.
The project manager will report to the Programme Manager on the status of project
and will be expected to present on progress at regular project assurance and delivery
Excellent communication, negotiating, coaching and influencing skills with a strong ability to challenge the status quo and build senior level commitment to change.
Excellent ability and experience in analysing, collating and presenting complex business information from multiple service areas to inform change and development plans and strategies.
Excellent knowledge and experience in planning and leading collaborative workshops, interventions, reviews and assessments to facilitate change and innovation.
Expert knowledge and understanding of change management frameworks, processes and tools to drive and deliver transformational change programmes and new ways of working.
Extensive knowledge and experience of applying organisation diagnostics, stakeholder engagement, organisational design, development and business improvement methodologies.
Good knowledge and experience of culture change methodologies and interventions to deliver desired outcomes, behaviours and new ways of working.
Strong project management and planning skills, with good experience of leading to medium to large scale projects across a range of service areas.
Extensive knowledge of the development of Extra Care / Accommodation with Care and requirements to successfully deliver a programme that includes working in partnership with developer / RSL's etc.
Candidates must have a proven track record of delivering complex time critical projects within large organisations. We are looking for a driven and dynamic individual with strong experience of developing partnership working, building effective relationships with stakeholders. In particular, we are looking for someone who has previous experience of mobilising a partnership project from start up. Previous experience of working within a project management framework and applying robust project management structures and processes to ensure timely delivery of actions is essential.
This role is initially for 3 months with a view to extend just depending on the business needs.
