My Central Government client based in Cornwall Council is looking for a Business Analyst who can successfully hit the ground running.
This role will need to review the Council's Financial Regulations and Financial Procedures Rules (including the Financial Scheme of Delegation) and assess they reflect current practice. The role will need to understand how the Financial Regulations fit into the wider constitution and other strategic documents. Drawing on best practice where appropriate, the role will redraft the Financial Regulations and Financial Procedure Rules so they are fit for purpose and reflect current practice, where appropriate.
The role will require the person to lead meetings with senior management to understand the Council's ambition and direction of travel with financial management to reflect within the Financial Regulations. They will also be required to engage with key stakeholders such as internal audit, legal, and commercial services.
Key duties will include:
Drafting of the Financial Regulations and Financial Procedure Rules
Proposal for new Financial Scheme of Delegation
Engaging with key officers within finance and the wider Council to understand current practice and policies/procedures
Providing challenge and advice around current practices compared to best practice
Highlighting any risks or issues with proposals
Researching sector best practice
You will need to have a standard DBS for this role.
